As part of its ‘Getting to 70 per cent Diversion’ Plan the City of Toronto is seeking to pre-qualify contractor/ technology vendor teams for the Design, Build and Operation (DBO) of a mixed waste processing facility capable of diverting at least 75,000 tonnes per year of residual municipal waste from landfill.

The City-financed facility will have a minimum 150,000 tonnes per year capacity and accept a combination of residual municipal waste generated from the City of Toronto and bio-solid waste from Toronto Water. Acceptable treatment solutions will utilize mechanical biological treatment (MBT) technologies, with a preference for front end mechanical sorting followed by Anaerobic Digestion (AD) with digestate curing to produce a Compost-Like Output (CLO) for subsequent beneficial end use.

The city has identified, and will make available to all bidders, a site on which to develop a facility adjacent to its Green Lane Landfill in the Township of Southwold, Ontario.

Respondents interested in being pre-qualified for the provision of this DBO Service should, in the first instance, access the project summary via the City of Toronto website at:

Access to download the Request for Pre-Qualification (RFPQ) ref: 9150-10-3035 and the associated Project Information Package will be made available on and after 10:00 a.m. local time on Friday January 29, 2010. Upon receipt of non–refundable payment in the amount of $75 by cash, cheque or credit card, a digital copy of the RFPQ and associated documentation will be made available to the interested Respondent.

Sealed RFPQ responses must be addressed to the City of Toronto, Purchasing & Materials Management Division, and must be delivered to Purchasing & Materials Management Division, 18th Floor, West Tower, Toronto City Hall, 100 Queen Street West, Toronto, ON M5H 2N2, no later than 12:00 p.m. local time, on Monday March 15, 2010.

Acceptance and/or rejection of any RFPQ responses will be made according to City Policies. Submission packages will be opened publicly by the Purchasing & Materials Management Division (on behalf of Solid Waste Management Services) starting at 12:01 p.m. in the Opening Room located on the 18th Floor, West Tower, City Hall, Toronto. All interested parties are invited to attend.

Qualifying Respondents will be notified of the planned next steps commencing Monday March 22, 2010.
