The Saskatchewan Association of Rural Municipalities (SARM) will consider a resolution at its mid-term conference in November 2004 that would exempt small communities from landfill regulations.

Entitled "Resolution No. 14-04M Division 3 — Landfill Regulations," the text of the proposed resolution reads as follows:

WHEREAS, the cost of maintaining landfills at the standard required by regulations is unaffordable for hamlets, rural municipalities, villages and towns; and

WHEREAS, these communities have managed very well in the past; and

WHEREAS, these communities do not have the population to support a licensed facility;

THEREFORE BE IT RESOLVED, that urban and rural communities with a population less than 5,000 people be exempt from current landfill regulations.
