The Ontario Tire Stewardship (OTS) organization was unable to submit a Scrap Tire Plan to Waste Diversion Ontario (WDO) as a result of a recent decision by the minister of the environment to reject a request from OTS to deem tire retailers as "brand owners or first importers."

The Waste Diversion Act requires that all plans for designated materials be funded by "brand owners and first importers." The OTS Scrap Tire Plan has been developed under a different model and under the assumption that approval to change the definitions and responsibility would be approved by the minister. As a result of the minister’s direction, the scrap tire plan was unable to be submitted to Waste Diversion Ontario for approval and submission by the March 31st, 2004 deadline. As a result, WDO will be requesting an extension for plan submission to allow for a complete "retooling" of the OTS plan.
