Niagara Region is seeking submissions from firms or teams of firms interested in providing full Design, Build, Own and Operate services for a proposed facility to process and market Niagara Region’s residential source separated organics.
It is intended that the process used to engage the required services will be a two stage Request for Proposal process. This first stage is a Request for Qualifications (RFQ) which will be used to qualify Respondents for a second selection stage whereby a short list of qualified Respondents will be invited to respond to the second stage of the process; namely, the formal Request for Proposal (RFP).
The Request for Qualifications Document is available from the Regional Municipality of Niagara Public Works Department 2201 St. David’s Road, Thorold, ON during normal business hours at no cost.
Submissions must be received not later than 4:30 p.m. Local Time on Monday, April 3, 2006 and addressed to:

Submissions will be evaluated by a Waste Management Services Committee and short listed. A Request for Proposal document will be sent to those Respondents that have been short listed.
