A city committee has recommended that Ottawa set up a separate system to pick up organic household waste within three years — and bill residents for the service. In a 5-4 decision, members of the planning and environment committee approved a staff report that would, if approved by council, establish separate household organic waste pickup by 2008. The report also urges removing garbage service from the municipal portion of the property tax bill and imposing a flat annual fee of $88, to be included on residents’ water bills. The recommendations come as part of a city review of municipal waste management. The matter is to go to council July 13.
