The Town of Ladysmith is issuing a call for tenders for pickup of its garbage and recycling. For the first time, the contract includes collection of organics.

According to Joe Friesenhan, director of public works, all eyes are on the organics component as other municipalities and regional districts consider rolling out their own organics collection programs. A similar pilot program is in place in Nanaimo, and the Cowichan Valley Regional District has expressed interest.

It could take as little as two years for the rest of Vancouver Island to begin collecting organics, Mr. Friesenhan expects. He won’t speculate whether the successful tender will have some kind of early entrant advantage. However, he is sure that his town’s program will not be the last, meaning that all haulers should be paying attention. "That’s a certainty," he says. "Others will be following."

The Town of Ladysmith is sending invitations today to its list of seven waste collection companies, and Friesenhan welcomes any that he may have missed.

Dear Sir:

Sealed Tenders, clearly marked “TENDER FOR GARBAGE & RECYCLING INCLUDING ORGANICS COLLECTION – CONTRACT PW-1010-05” will be received by the Town of Ladysmith at the City Hall at 410 Esplanad, Ladysmith, British Columbia up to 2:00 p.m. local time, Friday, August 26, 2005, at which time they will be opened in public.

Please accept this letter as your invitation to tender the Garbage & Recycling Including Organics Collection Contract for the Town of Ladysmith. If you are interested in receiving a tender package or if you require more information please contact the undersigned at the address below.

A heavier than usual volume of inquiries are anticipated, largely due to the organics component, and Mr. Friesenhan hopes to speak in person to each contractor.
Waste collection contracts in Ladysmith are usually for three years, but this time around the term is five years. The current contract is held by Waste Services (CA) Inc. Tender packages and more information are available by calling 250-245-6440.
