On Tuesday, June 30, Ontario’s minister of environment approved new stewards’ fees for the July 1 to December 31, 2004 period. Revised fee rates were required by the Minister of the Environment when she approved the Blue Box Program Plan (BBPP). They reflect a negotiated estimate of the net cost of Ontario’s municipal Blue Box system, designed to close the gap between the estimates used for projecting fees in the approved BBPP and the actual costs of municipal Blue Box recycling programs as determined subsequently by Waste Diversion Ontario.

The formula is the same as was used to calculate the fees as presented in the BBPP. The data for the cost to manage each material have been updated and improved and the data for revenues and recovery rates continue to improve. The methodology for determining the cost to manage each material and the formula for setting fees are presented in detail in the approved BBPP.

Please Note: Stewards DO NOT have to resubmit data for 2002. Stewards’ fees will be calculated by applying the new fee rates (cents/kg) to the 2002 data (kg), prorated for the period from July 1 through December 31, 2004.

IMPORTANT REMINDER: Reports & Payments Due July 30

Stewards who were officially notified by a letter dated January 16, 2004 were required to report and pay fees by April 20, 2004. There was a 60 day grace period from interest and penalties. This ended June 21, 2004.

Stewardship Ontario will now charge interest and penalties for non-complying stewards (those who received letters but have not registered and/or have not filed materials data reports and/or have not submitted payments), unless those stewards submit a report and payment for the period February 1, 2004 to June 30, 2004 by end of business day July 30, 2004.
