On April 16, 2002, Ernie Eves was sworn in as the 23rd Premier of Ontario, announcing several key appointments to strengthen and broaden the management skills of his Cabinet. Former Minister of the Environment Elizabeth Witmer was promoted to Deputy Premier and Minister of Education. Chris Stockwell was promoted from Minister of Labour to Minister of Environment and Energy.

Mr. Stockwell previously served as the Speaker of the Legislature from October 1996 to June 1999. During his first term as MPP for Etobicoke West, Mr. Stockwell held a variety of portfolios including finance, revenue, energy, management board, municipal affairs (urban) and the Greater Toronto Area. Mr. Stockwell first entered politics in 1982 when, at age 25, he was elected to the Etobicoke Board of Control.
