The CAO Benchmarking Initiative study by the Municipal Chief Administrative Officers (from 18 regions and counties) builds upon work started in 1996 to establish internal benchmarks for the recycling, collection and processing of materials in Ontario. As part of a multi-phase project to determine costs for all solid waste management, water, wastewater and emergency medical services, the study will determine cost per household, cost per tonne and labour hours per tonne of material recovered. It will also measure community and net environmental impact. Facilitators from Earth Tech are helping to manage the process, which involves an expert panel drawn from: Toronto, Niagara, Peel, Hamilton, Waterloo, Ottawa, Haldiman Norfolk, Halton, York, Essex-Windsor, Durham, Simcoe, Oxford, Muskoka, Markham, London, and Windsor.
