On June 7, as part of its ten-year Waste Management Action Plan (released in 1998), Quebec released a draft Used Oil Stewardship Regulation that requires brand owners and users to offer recovery services for all kinds of used oil, oil containers and filters. A six-month compliance grace period will follow approval of the regulation along with an 18-month grace period for labeling. Like the province’s recently adopted paint stewardship plan, companies may be exempt from the requirements if they join an approved industry stewardship program.
