The Hon. Thomas Mulcair, Quebec minister of the environment, has announced the implementation of regulations to require brand owners and first importers of packaging materials to contribute financially to municipal recycling programs in the province. They will be responsible for 50 per cent of the net costs of the program. As well, the announcement indicated that a surcharge of $10 per tonne of material disposed or incinerated will be collected to help provide additional financing for municipal recovery programs. As we went to press, used-oil recycler Safety-Kleen applied to the courts for a judicial review of the Quebec used-oil stewardship program.
