First Waste Utilities Corporation, RPL Recycle and Transfer Ltd. and its chief executive officer, Edward Solomon, all in Ontario, were fined a total of $35,000, plus victim surcharges, after pleading guilty to violating the province’s Environmental Protection Act.
RPL was amalgamated in 2006 with First Waste Utilities Corporation under the name First Waste Utilities Corporation. Solomon and RPL were fined $3,000 and $6,000, respectively, for failing on two counts to comply with a provisional Certificate of Approval, and for failing on one count to comply with a Provincial Officer’s Order. Solomon was also fined $9,000 and First Waste Utilities Corporation $17,000 for failing on five counts to comply with a provisional Certificate of Approval. RPL failed to comply with its provisional certificate by accepting waste material not allowed under its certificate, and for not storing its waste indoors as required. The company also failed to comply with an order that required all doors to be closed at all times at the site except during the loading and unloading of waste.
