The city of Toronto seeks to fill the following two positions:

1. Director, Policy and Planning (#08-CSB914386) in the Solid Waste Management Services Division.

Responsible for the effective management of the centralized policy and planning function supporting the three operational sections and providing leadership in guiding the strategic direction of the division, the commitment to undertake best practices, innovative approaches and potential consideration of a future Utility/Authority/Commission status;

The Director will participate as a member of the Divisional senior management team;

Enhance and promote the departmental vision by providing strong leadership setting strategic direction, goals and priorities, and by taking a proactive approach to problem solving;

Participate in the process of planning and developing long range objectives for the Division;

Provide leadership, direction and support to program managers who are accountable for the day to day operations of the division;

Participate in organization and management change initiatives and the creation of a workplace that supports and is conductive to a high level of performance;

Demonstrate commitment to the organization’s values and principles and have the ability to forge effective partnerships with various stakeholders;

Directing the preparation of the operating and capital budget and monitoring expenditures;

2. Manager, Strategic Planning (#08-CSB914387) in the Solid Waste Management Services Division.

Develops planning documents and reports to address long term planning and policy issues related to solid waste management;

Prepares requests for proposals for long term waste disposal and waste diversion capacity requirements;

Monitors provincial legislation and regulations governing Solid Waste management and coordinates divisional responses to proposed reforms;

Manages consulting teams and negotiates and administers service contracts;

Prepares Committee reports for Council on matters related to long term planning and policy development;

Liaises with senior officials of the City of Toronto, other GTA municipalities, industry and the province on matters related to long term planning and policy development;

Participates in organization and management change initiatives and the creation of a workplace that supports and is conducive to a high level of performance;

Interviews, hires, conducts performance reviews and takes disciplinary action as necessary;
