DEPARTMENT: Engineering & Public Works
Under the direction of the Assistant Director, Public Works, effectively manage the activities of the
Waste Management and Cleaning Services Section - solid waste management, street cleaning,
public works serviceperson and building services programs - in support of the Engineering and
Public Works Department annual operational plans.
Develop and manage the provision of civic services and spareboard programs including: developing
and controlling budgets; setting and ensuring environmental operating standards; promoting
environmental stewardship in the section; providing technical advice and preparing reports and
recommendations to senior managers and Council.
Provide direct leadership to the Waste Management and Cleaning Services Section and assist with
overall leadership for the Public Works Division. Direct and manage 60-70 supervisory and
labouring staff of the Waste Management and Cleaning Services Section and 20-30 spareboard
staff including: supervising, coaching and mentoring staff; ensuring effective staff communications;
selecting and disciplining staff and responding to grievances.
Represent the Waste Management and Cleaning Services Section to City departments, other
organizations, government agencies and the public including: liaising with governmental agencies
such as Downtown Victoria Business Association, Capital Regional District, social service providers
and other municipalities on service and downtown social issues such as needle collection and
urinals pilots; acting as engineering representative for the CRD Waste Management Plan, Respond
Committee and Clean & Safe Committee; meeting with union representatives on operating issues
and resolving disputes; responding to Council inquiries and public service requests and complaints.
Manage the delivery of civic works and spareboard services including: contributing to effective
purchase and use of equipment, materials, and operating methods; contributing to departmental meetings and negotiating resolutions to operating concerns; developing solutions to union — management disputes regarding spareboard employment and practices.
Diploma in Business or Public Administration supplemented with leadership courses.
Municipal Solid Waste Systems Management would be an asset.
8 years of progressively responsible supervisory experience in municipal engineering services.
Level 2 or higher, Exempt Competency Framework.
