The idea of bringing in a curbside organic waste program in Winnipeg is not a new one. In fact, city council already authorized its creation, subject to a few caveats, when it approved its Garbage and Recycling Master Plan by a vote of 11-4 on Oct. 19, 2011.
What city council didn’t approve was a new, proposed organic waste tax of up to $100 a year unveiled earlier this month. That was something city bureaucrats came up with on their own, which they just recently sprung on city councillors.
It was never part of the original plan, at least not the one approved by city council.
